I think the best slot for most situations is the nano-armor accelerator, as most of the time you cannot rely on teammates to fix you up. Especially if you are playing solo. Also flak armor becomes relevant in my opinion only if you have a friend/outfit member playing as an engineer, so you can rely on you're buddy to fix you up.
